GovAcademy released its Federal AI Risk Assessment Tool on December 10, 2025, a free web-based application that enables federal agencies to conduct preliminary AI system risk assessments aligned to the NIST AI Risk Management Framework. The tool provides a structured workflow for identifying AI risks, mapping them to NIST AI RMF functions, and generating training recommendations.
The tool covers 47 risk dimensions across the four NIST AI RMF functions — GOVERN, MAP, MEASURE, and MANAGE — with federal-specific risk scenarios drawn from documented AI incidents at government agencies.
Agencies receive a risk profile categorizing their AI system into three tiers: High Risk, Moderate Risk, and Lower Risk. Each tier generates tailored training recommendations linking specific risk findings to relevant GovAcademy courses.
Over 840 federal users completed assessments through the tool in its first two weeks of availability, providing GovAcademy with the largest dataset of federal AI system risk profiles ever assembled. The anonymized aggregate data will inform updates to GovAcademy's AI curriculum.
The tool is also being used by agency Inspector General offices to conduct AI oversight assessments, with several IGs incorporating the tool into their annual AI audit programs.
GovAcademy will publish an annual Federal AI Risk Landscape Report drawing on anonymized assessment data, providing government-wide insights into the distribution of AI risk across federal agencies.
The AI Risk Assessment Tool is available at no cost to any federal agency, reflecting GovAcademy's commitment to supporting federal AI governance capacity regardless of training budget constraints.
