NIST publishes the first federal implementation guide for blockchain-verified digital credentials, providing technical standards that GovAcademy's credential system already meets.

NIST published NISTIR 8491, Federal Implementation Guide for Blockchain-Verified Digital Credentials, providing the first formal federal technical standards for issuing, verifying, and revoking digital credentials using distributed ledger technology.

The guide covers Open Badges 3.0 as the preferred verifiable credential format for professional certifications, decentralized identifier (DID) standards for credential subject identification, cryptographic signature requirements for credential issuers, and selective disclosure mechanisms.

Federal agencies are encouraged to issue professional development credentials in NISTIR 8491-compliant formats by fiscal year 2028. The voluntary adoption period allows agencies to evaluate blockchain credential systems and develop technical infrastructure for integration with HR and security clearance systems.
